1. OPENING OF SESSION
1.1 Welcome and Workshop Framework
(Remarks in this section should be held to 5-10 minutes)

        Welcome FUB/WCRP/CEOP (Fischer/Sommeria/Koike)
CEOP Reference Site Framework and Workshop Overview (Williams)

1.2 Science and Applications for CEOP Coordinated Datasets (Koike/Roads/Lau)
(Remarks in this section should be held to 15-20 minutes)

Koike will introduce the CEOP Science Strategy especially in situ and satellite
data Integration and assimilation topics with model related issues. CEOP is seeking
to achieve a database of common measurements from both in situ and satellite remote
sensing measurements, as well as matching model output. In this context, carefully
selected reference stations are linked closely with the existing network of observing
sites involved in the GEWEX Continental Scale Experiments (CSEs), distributed around
        the world.

Roads will introduce the CEOP Water and Energy Simulation and Prediction Working Group
strategy. New results using CEOP Reference Site data will be presented that are assisting
the group to address the accomplishment of one of the main CEOP aims associated with the
use of enhanced observations to better document and simulate water and energy fluxes and
reservoirs over land and to better predict these on temporal scales up to seasonal for
        water resource applications.

Lau will introduce the CEOP Monsoon Systems Studies Working Group strategy. The importance
of the CEOP Reference Site Data will be highlighted in plans to implement a CEOP Inter-monsoon
Model Study (CIMS) that aims to advance the documenting of the seasonal march of the monsoon
systems and the assessment of the monsoon systems driving mechanisms, and possible physical
        connections between such systems.

2. CEOP DATA MANAGEMENT STRATEGY/REFERENCE SITE DATA EFFORT
2.1 Reference Site data policy and schedule (Isemer)

The CEOP data access policy which accommodates circumstances for collection, formatting,
quality checking, and timely distribution of specific coordinated data products will be reviewed.

--------
10:45
--------
2.2 Reference Site Data Management & EOP-1 gCompositeh dataset description (Williams)

The work that has been undertaken to handle all the available information associated with
the current Reference Site database and to describe the characteristics of a CEOP data set
for the period July through September 2001, will be reviewed. This exercise has provided
CEOP with the nature and quality of an initial dataset that is made up of data that has
become available from a subset of the current set of reference sites, and which can be
released within the guidelines of the CEOP data accessibility policy.

3. CEOP DATA MANAGEMENT FUTURE PLANNING SESSION

This session will be a mix of discussion/working periods to address the main issues
associated with the CEOP Data Management effort. Presentations will be made as necessary
and the Chairs will engage the group in dialog and working assignments as necessary.

--------
11:15
--------
3.1 General discussion (Chair - Williams)

The open discussion will want to touch on at least the following topics:

(i) EOP-1 Composite dataset process and outcome
(ii) Data Quality Assurance/Control
(iii) Data Collection for CEOP Annual Cycle datasets (CEOP Reference Site Table update process)
(iv) Possible modification of current CEOP Reference Site Set

3.2 Reference Site Presentations (site managers/spokespersons) (Chair - Isemer)

The In situ data gathered from the reference sites and reference hydrological basins from
the CSE regions around the world is the most fundamental component of the CEOP strategy.
Each Reference Site Representative will provide a short presentation (5-7 minutes) of the
status of the sites under their authority, including instrumentation, plans, and schedule.
Presenters should focus on issues pertinent to providing input to the generation of CEOP
EOP gcompositeh data sets an should indicate in particular urgent issues to be discussed
with preference at this meeting. Sites from BALTEX, MAGS, GAPP, LBA, GAME/CAMP, AMMA/CATCH
and other candidate sites will be represented. A detailed speakers list will be established
       at the meeting.

A Roundtable discussion to coordinate cross-cutting Reference Site data issues such as
metadata/site information, acquisition, processing, quality control, formats, standards,
delivery and schedule leading to a common CEOP format for follow-on CEOP datasets will be
addressed and actions taken toward formalizing the agreed to concept.

Field Trip to the Meteorological Observatory Lindenberg, a CEOP Reference Site

A Field trip to the Meteorological Observatory Lindenberg (approx 1.5 hours by bus from Berlin)
of the German Weather Service (DWD) will be undertaken and offered to all meeting participants.
Lindenberg is a European CEOP Reference Site. Presentations of Lindenberg facilities and science
research will be given followed by a tour of the site. Return to Berlin is scheduled for
